Well, yes there are many videos on youtube with less channels with under 1000 subscibers or 4000 hours public watch time. But what I was saying was that the vast majority of views are from channels that are already monitized.
Just look at your watch history, or recommended and try to find a video by a channel with under 1000 subs.
