They were probably planning to get rid of them for a long time. I’m surprised by what they stated, that “the feature is rarely used with less than 0.001% of channels having published community captions (showing on less than 0.2% of watch time) in the last month” (quote from the full announcement, which you can find here).
I’ve seen more good and useful community subtitles than bad ones, and even contributed captions a few times. They should have at least kept the community contributions for same language subtitles. Where available, English subtitles are always better than the auto-captions for English-language videos, and it would have been easy for the YouTubers that did want to use them to check before approving them.
